Why is the WAV version 5MB but MP3 only 120KB?

WAV is uncompressed (~10MB/min for stereo CD quality). MP3 compression reduces silence to ~2KB/sec because silence compresses extremely well — there's no audio data to encode.

Can I loop this in a podcast editor?

Yes. Import the file into Audacity, GarageBand, or any DAW. Trim or loop to the exact duration you need. WAV is better for editing; MP3 is fine for distribution.
